2018 年 12 月,Waymo 在凤凰城启动了 Waymo One——全球第一个向公众开放的付费自动驾驶出租车服务。用户通过 App 下单,一辆没有人类司机的车来接你,按里程收费。对习惯了「自动驾驶还停在测试车」的公众来说,这是第一次真正以乘客身份体验无人驾驶出行。

Waymo One 不是横空出世。它背后是 Google 自 2009 年启动无人车项目以来近十年的路测积累,是数百万英里真实道路数据堆出来的底气。早期运营仍有安全员跟车,随车驾驶员坐在驾驶位准备随时接管。这份谨慎恰恰说明:让机器开车不是技术突破一瞬间的事,而是数据、安全与运营体系的马拉松。

In December 2018 Waymo launched Waymo One in Phoenix—the world's first paid autonomous-taxi service open to the public. Users order through an app, a car without a human driver picks them up, and they are charged by the mile. For a public used to "self-driving still stuck in test vehicles," this was the first real chance to ride driverless as a paying passenger.

Waymo One was not born out of nowhere. It rested on nearly a decade of road testing since Google started its self-driving project in 2009, backed by millions of miles of real-road data. Early operations still had safety drivers, seated in the driver's position, ready to take over. That caution says it all: making a machine drive is not a single technological breakthrough but a marathon of data, safety, and operations.

Its significance lay first in turning "self-driving" from a technology story into a commercial story. Before this, driverless was a concept in the news and a demo in showcases; Waymo One made it a real per-mile service. That "from zero to one" crossing set the tone for later robotaxi expansion in San Francisco and Los Angeles, and for the regulatory and insurance battles that accompanied it.

Of course, Waymo One's early form was far from "mass adoption." It operated only in specific areas, with limits on weather and roads, high costs, and profitability nowhere in sight. But it answered one decisive question: driverless cars can legally, safely, and continuously serve real passengers. That answer carried more weight than any demo.

Looking back at Waymo One's launch, it was like a starting gun. From then on, robotaxi became its own category, ride-hailing platforms and automakers scrambled to respond, and supporting topics—regulation, insurance, data security—unfolded around it. When robotaxis cruise city streets in the mid-2020s, those Waymo One cars with safety drivers in Phoenix in 2018 are the headwater of this industrial river.
